MESOS
MESOS is the Environment Agency's online reporting system for ESOS, through which qualifying organisations submit their notification of compliance, action plan, and progress updates.
What is MESOS?
MESOS (the "Manage your ESOS" service) is the digital portal that organisations use to interact with the Environment Agency for ESOS. Rather than a simple declaration, MESOS collects structured detail about the participant's qualification, group structure, energy consumption, compliance routes, identified savings, and the Lead Assessor and director sign-offs.
Since Phase 3, more information is captured at notification than in earlier phases, and the action plan and progress updates introduced from Phase 3 are also submitted through the system. This makes MESOS the central record of an organisation's ESOS compliance over the full phase cycle.
Because MESOS requires complete and accurate figures, organisations benefit from having their energy data, audit outputs, and evidence assembled before they begin the submission. For Phase 4, the notification of compliance must be submitted via MESOS by 5 December 2027, followed by the action plan and two annual progress updates.
Practical Examples
An in-scope organisation enters its group structure, energy data, and identified savings into MESOS and submits its notification of compliance before the 5 December 2027 deadline.
An energy consultancy compiles each client's figures and evidence in advance so that the MESOS submission can be completed quickly and accurately.
A participant returns to MESOS after notification to submit its director-signed action plan and, in subsequent years, its progress updates.
