ESOS Progress Update
An ESOS progress update is an annual report, submitted via MESOS, on the energy-saving measures an organisation committed to in its ESOS action plan, recording what has been delivered and explaining any measures not implemented.
What is ESOS Progress Update?
Progress updates are the accountability mechanism that follows the ESOS action plan. After an organisation submits its action plan, it must complete two annual progress updates reporting on delivery against the measures it committed to. Following the Phase 3 pattern, these fall in the two years after the action plan; DESNZ is expected to confirm the exact Phase 4 deadlines in updated guidance.
Each progress update records which measures have been implemented, the savings achieved, and the status of measures still in progress. Where a committed measure has not been delivered, or has changed, the organisation explains why. This keeps ESOS commitments honest and visible over the four-year phase rather than allowing the action plan to be filed and forgotten.
The simplest way to make progress updates straightforward is to maintain the action plan as a live document throughout the period, recording delivery as it happens. Organisations that wait until the deadline often have to reconstruct what was done, which is slower and less accurate.

A year after its action plan, an organisation reports in its first progress update that two of four committed measures are complete, one is in progress and one was deferred, with a short explanation for the deferral.
