ESOS Action Plan
An ESOS action plan is a director-approved statement of the energy-saving measures an organisation intends to implement following its ESOS assessment, submitted to the Environment Agency via MESOS and followed by annual progress updates.
What is ESOS Action Plan?
Introduced for Phase 3 and continuing in Phase 4, the ESOS action plan is what turns the scheme from a one-off audit into an ongoing commitment. After completing its assessment and notifying compliance, an organisation must set out which of the identified energy-saving measures it will actually implement, and over what timeframe.
The action plan is signed off by a board-level director and submitted through MESOS. This places energy efficiency decisions at senior leadership level rather than leaving them with the energy or facilities team. The organisation then reports delivery against the plan through two annual progress updates.
An action plan does not have to commit to every opportunity the assessment found, but it must be transparent. Because the measures listed are tracked in progress updates, where any shortfall has to be explained, a focused and deliverable plan is generally more useful than an over-ambitious one. The action plan is grounded in the cost-effective opportunities, savings, and paybacks identified during the ESOS audits.
Practical Examples
After notifying compliance, a manufacturer commits in its action plan to LED lighting, compressed-air leak repair, and a heat-recovery project, with expected savings and timelines for each.
A retailer's action plan selects the highest-payback measures from its assessment and is signed off by its finance director before submission via MESOS.
A consultancy produces action plans for several clients directly from each assessment's prioritised opportunities, then tracks delivery through the progress-update cycle.
