Transition Plan

A transition plan is a time-bound strategy that sets out how an organisation will adapt its business model and operations to achieve net zero emissions.

What is Transition Plan?

A climate transition plan describes the actions, investments, and milestones an organisation will pursue to reduce its greenhouse gas emissions in line with a 1.5°C or net zero pathway. It typically covers short-term (1–3 years), medium-term (3–10 years), and long-term (10–30 years) actions across emissions reduction, energy transition, supply chain engagement, and governance.

The UK’s Transition Plan Taskforce (TPT) published its Disclosure Framework in October 2023, providing a gold-standard template for transition plan disclosures. The framework covers strategic ambition, implementation strategy (across products/services, operations, engagement, and governance), and accountability mechanisms. The CSRD also requires transition plan disclosures under ESRS E1.

Investors, regulators, and customers increasingly demand transition plans as evidence that net zero targets are credible. A transition plan without specific actions, timelines, and capital allocation is viewed as aspirational rather than actionable. Carbon accounting data provides the foundation — without a clear emissions baseline and trajectory, a transition plan lacks substance.
