ESOS Reference Period
The ESOS reference period is the 12 consecutive months of energy data, including the qualification date, that an organisation uses to calculate its total energy consumption and underpin its ESOS assessment.
What is ESOS Reference Period?
ESOS compliance is built on a defined reference period: a 12-month span of verifiable energy data that must include the phase's qualification date. For Phase 4, the qualification date is 31 December 2026, so the reference period is a 12-month window containing that date.
The total energy consumption calculated over the reference period is the figure against which the 95% audit coverage (the areas of significant energy consumption) is measured, and it frames the energy audits themselves. Using a consistent, well-evidenced reference period is therefore central to a defensible assessment.
Organisations should align the reference period with data they can actually evidence, typically billing or metering data covering buildings, transport and processes. Where some data is missing, estimation is permitted but must be documented. Choosing the reference period early helps ensure the necessary 12 months of data are gathered before audits begin.
