ESOS Lead Assessor

An ESOS Lead Assessor is an individual on an approved professional register who reviews and signs off an organisation's ESOS assessment, confirming it meets the requirements of the scheme before the organisation notifies compliance to the Environment Agency.

What is ESOS Lead Assessor?

Every ESOS assessment must be carried out or reviewed, and then approved, by an ESOS Lead Assessor. Lead Assessors are members of an approved professional body register (for example registers maintained by energy and engineering institutions) and act as the scheme's quality-control gateway. Their sign-off gives the Environment Agency assurance that the assessment meets the scheme’s requirements.

The Lead Assessor reviews the organisation's energy data, the definition of areas of significant energy consumption, the energy audits, and the energy-saving opportunities identified. They check that the work meets ESOS requirements and, where the organisation has used routes such as ISO 50001, that those routes are properly evidenced.

In addition to the Lead Assessor's approval, a board-level director must review and confirm the assessment internally. Both sign-offs are required before notification. An organisation can use an in-house Lead Assessor if it has one, but most appoint an external assessor or energy consultancy. The Lead Assessor's confirmation is a core item in the ESOS evidence pack.
