Display Energy Certificate (DEC)

A DEC is an energy rating for public buildings over 250 m² based on actual energy consumption, displayed publicly to show how energy-efficiently the building is being operated.

What is Display Energy Certificate (DEC)?

Unlike EPCs (which rate a building’s theoretical efficiency based on physical characteristics), DECs are based on actual metered energy consumption data. They rate buildings from A to G using an operational rating that compares actual consumption to a benchmark for that building type. DECs must be displayed prominently in public buildings and are renewed annually (for buildings over 1,000 m²) or every 10 years (for buildings 250–1,000 m²).

Practical Examples

1

A local authority displays DECs in all its office buildings, with ratings ranging from B to E, driving investment in the lowest-performing properties.

2

A school achieves a DEC rating of C after implementing energy monitoring and behaviour change programmes, improving from D the previous year.
