Climate Change Act 2008

The Climate Change Act 2008 is the UK’s foundational climate legislation, establishing legally binding targets for greenhouse gas emission reductions and creating the framework for UK climate policy.

What is Climate Change Act 2008?

The Climate Change Act 2008 was a world-first piece of legislation that committed the UK to reducing greenhouse gas emissions by at least 80% below 1990 levels by 2050. This target was subsequently strengthened to net zero by 2050 through an amendment in June 2019, making the UK the first major economy to legislate for net zero.

The Act established the Climate Change Committee (CCC) — an independent statutory body that advises the government and monitors progress. It introduced five-yearly carbon budgets that cap the total amount of greenhouse gases the UK can emit over each period. The UK is currently in its sixth carbon budget period (2033–2037), which requires a 78% reduction below 1990 levels.
