Climate Action Plan

A strategic document that sets out an organisation's pathway to achieving its climate goals, including specific emission reduction targets, actions, timelines, responsibilities, and investment requirements.

What is Climate Action Plan?

A climate action plan (sometimes called a transition plan or decarbonisation roadmap) translates an organisation's climate commitments into a practical, time-bound implementation strategy. It bridges the gap between setting a net-zero target and actually achieving it.

A robust climate action plan typically includes: a baseline emissions inventory, near-term and long-term reduction targets (ideally science-based), specific decarbonisation actions prioritised by cost-effectiveness and impact, an implementation timeline with milestones, budget and investment requirements, governance and accountability structures, monitoring and review processes, and a strategy for residual emissions.

The UK Transition Plan Taskforce (TPT) published its Disclosure Framework in 2023, providing a gold-standard structure for corporate transition plans. The framework covers ambition (targets and strategy), action (implementation and engagement), and accountability (governance, metrics, and reporting). TPT-aligned plans are expected to become a regulatory requirement for large UK companies.

For PPN 06/21 compliance, UK government suppliers must publish a Carbon Reduction Plan — a simplified version that shows current emissions and targets. More comprehensive climate action plans go further by detailing the specific investments and actions needed to reach those targets.
