Building Regulations Part L

Part L of the Building Regulations sets the minimum energy performance standards for new and existing buildings in England, including requirements for insulation, heating systems, and overall energy efficiency.

What is Building Regulations Part L?

Part L was significantly updated in 2021 (effective June 2022) to reduce carbon emissions from new buildings by approximately 30% compared to the previous standard. Further updates are expected as the UK moves towards the Future Homes Standard (planned for 2025) and Future Buildings Standard, which will effectively require new buildings to produce very low operational carbon emissions.

Practical Examples

1

A housebuilder designs new homes to exceed Part L 2021 requirements by 15%, anticipating the Future Homes Standard and marketing the homes as ultra-low carbon.

2

A commercial developer ensures its office building meets Part L through improved insulation, air-source heat pumps, and mechanical ventilation with heat recovery.
